The Regional Adviser Gender and Human Rights post is located in the East and Southern Regional Office of UNFPA, Johannesburg. S/he is under the overall supervision of the Regional Director and direct supervision of the Deputy Regional Director. S/he leads the Gender and Human Rights component of the Regional Programme, and provides and coordinates technical advice and support to Country Offices in the ESA region on Gender-related issues, including GBV prevention and response, FGM and gender mainstreaming. The Regional Adviser is also a member of the Integrated Sexual Reproductive Health team and ensure mainstreaming of gender transformative and human rights approaches across all components of the regional programme

Job Purpose
The Regional Adviser, Gender and Human Rights t provides strategic technical, policy and programmatic leadership for the East and Southern Africa region in the area of Gender and Human Rights to ensure the Regional (RO) and Country Offices (CO) remain abreast of the Fund’s policies and programme strategies, as well as thought leadership and new frontier issues in the substantive area.
Responsibilities
The Regional Adviser Gender and Human Rights works within the multi-disciplinary team in the regional office to provide integrated strategic policy advice and technical support on transformative gender and human rights approaches, dimensions and programming at regional and country levels. S/he also collaborates with other business units across the organization on gender and human rights issues, including the Technical Division and other Regional Offices, to contribute to through leadership, learning and knowledge exchange
A. Strategic Policy Advice and positioning
- Provide strategic policy advice, and technical leadership on gender equality and human rights, with a focus on advancing gender equality and empowerment of women and girls, and ensuring sexual and reproductive health and rights underpinned by a human rights-based, gender transformative approach across the humanitarian, development, peace contexts;
- Ensure systematic analysis of trends, threats and risks to gender equality and human rights as part of the ICPD Agenda, SDGs, Africa Agenda 2063, UNFPA’s Transformative results within the region. Consequently, ensure tailored approaches guided by evidence and corporate strategies inform policy dialogues and advocacy at global, continental and regional levels towards addressing gaps and challenges that limited achievement of gender equality and women’s empowerment

B. Programme support and Capacity development
- Provide strategic advice and guidance to regional entities and country offices on the implementation of gender and right-based policies, strategies, guidelines and tools aimed at advancing gender equality and women’s empowerment, including a focus on diversity and inclusion, LNOB approach, positive gender and social norm change;
- Provide technical support in applying gender transformative approaches to programming, including design, implementation and monitoring of regional and country programme documents, CCAs, UNSDCF, documenting best and promising practices and strengthening evidence on effective approaches to promote gender equality and women’s empowerment, while leaving no one behind;
C. Evidence, Research & Knowledge Management
- Maintain a knowledge base of regional and national policies, action plans and programmes as well as best and promising practices, high impact interventions, innovations and evaluative evidence in the areas of gender equality and human rights ;
- Play a key role in strengthening, implementing and monitoring the regional knowledge management strategy and platform through evidence-informed gender and human rights programming, impact evaluations and documentation of promising practices, including in other thematic knowledge platforms.
Qualifications and Experience
Education
Advanced university degree or equivalent in gender development studies, anthropology, sociology, human rights, law, cultural studies, international development, or other field directly related to Gender equality, Human Rights.
Knowledge and Experience
- At least 10 years of increasingly responsible professional experience in the field of Gender and Human Rights, of which seven years is at the international level;
- Knowledge and understanding of Gender transformative and human rights-based approach and reporting mechanisms is essential;
- Experience in evidence-informed policy advocacy, negotiations and agenda-shaping to advance gender and human rights for women and youth, and development of national actions plans, systems and mechanisms to address gender and social norms change and inequalities is essential, including GBV and harmful practices, as well as social protection systems;
Languages
Fluency in English is essential; working knowledge of French and/or Portuguese is an asset.
