Summary of key functions/accountabilities:

  1. Programme development and planning
  2. Programme management, monitoring and delivery of results
  3. Technical and operational support for programme implementation encompassing specialized technical support for civil works related to water supply and sanitation including urban utilities involving designing, preparation of BOQ, cost estimation, supervision of ongoing construction works, certification of completed works and quality assurance amongst others.
  4. Humanitarian WASH preparedness and response
  5. Networking and partnership building
  6. Innovation, knowledge management and capacity building

Minimum requirements:

  • Education:First university Degree in Civil Engineering i.e. B.Sc. Civil Engineering with major in water supply and sanitation Engineering.Additional post-graduate degree in Civil Engineering such as Water Supply Engineering, Environment Engineering, Sanitary Engineering, Structural Engineering, or Water Resource Engineering, Construction Management, or Business Administration (MBA) would be an additional advantage.
  • Work Experience:DEVELOPMENTAL: A minimum of two years of professional work experience in WASH-related programmes for developing countries is required especially in designing and construction works related to WASH infrastructure.

        HUMANITARIAN: At least one-year hands on experience in humanitarian WASH response in a complex context.

  • Skills: 
  • Rural water supply for low- and middle-income countries – including water safety, sustainability
  • Rural sanitation for low- and middle-income countries, incl sustainability; applying CATS principles
  • Urban sanitation for low- and middle-income countries, incl sustainability
  • Handwashing with soap
  • WASH-in-Schools and Health Centres
  • Menstrual hygiene management
  • National government WASH policies, plans and strategies
  1. Humanitarian WASH – preparedness
  2. Humanitarian WASH – response and recovery
  3. Humanitarian WASH – coordination of the response
  4. Programme/project management
  5. Capacity development
  6. Knowledge management
  7. Monitoring and evaluation
  • Language Requirements:Fluency in Arabic & English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Desirables:

  • Developing country work experience and/or familiarity with emergency.
  • Working with UN agencies or international NGOs will be an additional advantage.
  • Additional experience in behavioral change communication, public health, or sanitation marketing and system strengthening will be an asset.
