The organizational context of the role:

Founded in 2012 as an African-owned index-based weather risk insurance, the African Risk Capacity is a Specialized Agency of the African Union that offers African governments tools and products to measure and manage disaster risk. Governments and the vulnerable households they assist are relieved of weather risk by ARC’s comprehensive, integrated solution. As a result, governments are better able to develop their resilience and better plan, be ready for, and react to catastrophic weather occurrences. As a mutual insurer owned by member governments, ARC Agency created its first financial affiliate, ARC Insurance Company Limited (ARC Ltd.), in 2013.

The team will be led by the head of the gender division to carry out the following duties:

To coordinate gender recommendations across all ARC Group policy and program areas;

Assist all ARC Group divisions and Member States with integrated, multidisciplinary policy and program leadership on gender problems;

Give the organization strategic direction on doing global and regional research for policy guidance, advocacy, and policy discourse on gender and DRM&F issues;

Create internal accountability and control systems to monitor institutional compliance, and ensure that gender results are incorporated into corporate planning, reporting tools, and corporate processes;

A member of the senior management group of ARC Group is the head of the gender division. S/He offers contributions of the highest caliber, counsel, and technical know-how. S/He also leads advocacy efforts, speaks firmly on behalf of the organization, establishes policies, and oversees the work of Division employees. The Head supports organizational capacities across the organization to carry out the gender equality commitments of the ARC Group while supervising the Gender team. Through effective leadership, coordination, analysis, advocacy, outreach, and support to the Member States, s/he advances gender equality and women’s empowerment.

SKILLS AND IMPORTANT REQUIREMENTS

Education:

You possess advanced degree from a university in political science, political economy, gender studies, or a similar social science.

Experience:

You possess a minimum of ten years or more of professional work experience in the areas of directing teams, offering policy advice, and developing innovative techniques in development programs;

Language:

It is necessary to speak English and French fluently (level C).
