ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for organizing and coordinating the work of the Union Telecommunication Development Sector (ITU-D), which mainly deals with development policies, strategies and programs focused on ICT, as well as technical cooperation activities, with a view to promoting digital inclusion and enabling digital transformation at community, country and regional levels. In order to effectively meet the needs of ITU members, the BDT is divided into four functional departments:

  • Office of the Deputy Director and Field Coordination Department
  • Department of Partnerships for Digital Development
  • Department of Digital Networks and Society
  • Digital Knowledge Hub Department

TASKS AND RESPONSIBILITIES

Under the supervision of the Director of the Regional Bureau for Africa, the incumbent will perform the following tasks:

  • Effectively manages the full life cycle of regional initiatives, activities included in operational plans and assigned projects:
    • Initiates, establishes and coordinates partnerships and joint resource mobilization efforts to encourage the engagement and participation of private and public sector stakeholders in ITU activities.
    • Develops comprehensive project proposals and finds partners and resources for ITU, to connect the unconnected and contribute to the achievement of the Sustainable Development Goals (SDGs), while meeting the needs of countries in the sub-region.
    • Develops project documents and implementation plans with clearly defined objectives, outputs, core performance indicators and deadlines based on a results-oriented approach. Determines priority activities and allocates appropriate resources.
    • Develops project management and risk management frameworks, assesses and monitors risks.
    • Leads implementation, monitoring, reporting and impact evaluation for projects, initiatives and activities at the regional level, in collaboration with colleagues at headquarters and regional/area offices, ensuring the quality of work and compliance with applicable internal control procedures and rules.
    • Leads work on one or more BDT thematic priorities as a regional expert and coordinator and collaborates with colleagues at headquarters and in the region.

TASKS AND RESPONSIBILITIES

  • Manages the activities and resources of the ITU Area Office ensuring effective working methods, collaboration and internal organization:
    • Provides support to the Regional Director in coordinating activities between headquarters and regional offices/area offices, with a view to strengthening collaboration, knowledge sharing and effective implementation of the outcomes of the regional development forums, regional initiatives and technical cooperation projects.
    • Coordinates and publicizes the work of all ITU Offices in the region by facilitating and organizing, among other things, the holding of meetings, workshops, seminars and activities carried out by the study groups.
    • Assesses staff capabilities in the areas of results-based management, strategic planning, project management, gender mainstreaming, change initiatives, management and mobilization of resources and guides the strengthening of these capacities.
    • Manages and evaluates the work of officials and consultants to ensure full and timely implementation of agreed results, while fostering a culture based on professionalism, collaboration, ethics and team spirit. 
    • Encourages innovation and the use of technological tools to improve working methods and implementation of strategic and operational plans.

REQUIRED QUALIFICATIONS

Education:

Advanced university degree in telecommunications engineering, information and communication technologies, social sciences, public administration/business administration, or related field, with specialization in telecommunications and information systems OR training received in a higher education establishment of established reputation, attested by a diploma of a level equivalent to a higher university diploma in one of the aforementioned fields.
