IFAD’s Strategic Framework 2016-2025 sets out how we will work over the coming decade in order to play a crucial role in the inclusive and sustainable transformation of rural areas. It articulates our contribution to the 2030 Agenda, including the larger role IFAD will play in supporting countries to fulfil their priorities relative to the Agenda.
The framework outlines that we will work in ways that are bigger, better and smarter: bigger, by mobilizing and leveraging substantially greater investment in rural areas; better, by strengthening the quality of countries’ rural development programmes; and smarter, by further sharpening our efficiency and delivering results in a more cost-effective way.
The Framework sets three strategic objectives:
• Increasing the productive capacity of poor rural people;
• Increasing their benefits from market participation;
• Strengthening the environmental sustainability and climate resilience of their economic activities.
The UNV will mainly work on three areas:
1. Management of Country Programme;
2. Monitoring and Evaluation of IFAD supported projects;
3. Portfolio support.
Management of Country Programme:
• Contribute to project implementation and supervision, through the preparation of, participation in and reporting on IFAD-led implementation support and supervision missions of active loan-finance projects i.e. contribute to the development of mission Terms of References (ToRs), co-leading assessment of selected project com-ponents, drafting of report sections, and discussing mission reports with IFAD internal reviewers;
• Review country programmes Annual Work Plan and Budgeting (AWPB) & Procurement Plan (PP) and provide inputs to the Country Directors (CDs) and Country Programme Officers (CPOs);
• Monitoring of execution of Country Programme implementation and compliance to key performance indicators/parameters;
• Support compliance of projects and country programme’s with IFAD corporate level policies, such as the Operational Results Management System (ORMS), Annual reviews, Country Strategic opportunity Programme (COSOP) Review, Mid Term Reviews (MTRs),
• Provide tailored implementation support to projects between mission, and follow up on agreed actions from supervision missions and discuss with the project; management teams how to address issues and shortcomings in a timely manner;
Monitoring and Evaluation: With a particular focus on food security, provide support to:
• Review country programmes AWPBs & PPs and provide inputs to the CD and the CPO;
• Monitor execution of Country Programme implementation and compliance to key performance indicators/parameters;
• Monitor the Country Programme Performance (CPP) on their Log-frames and update the IFAD monitoring systems – ORMS accordingly;
Required experience
3 years of experience in Project Management, Rural Development, Rural Finance, Monitoring and Evaluation, Food security and Nutrition, Natural Resource Management and climate change in the private sector and or government offices or applied research with relevance to IFAD’s objectives.
Age
27 – 80
Additional eligibility criteria
This assignment is funded by the Government of Korea and therefore specific criteria apply:
– Candidates who have already served as UN Volunteer Specialist funded by the Government of Korea are not eligible to apply (former UN University and UN Youth Volunteers are eligible).
– Candidates may apply to a maximum of three assignments and indicate the order of preference in the ‘Additional remarks’ field when filling in the application form.
– Only shortlisted candidates will be contacted. The selection will be done by the UN Host Entity at the level of the country of assignment.
