Responsibilities
General responsibilities:
- Manages and supervises project staff in the field;
- Adheres to and complies with NRC policies, guidelines, manuals and procedures;
- Contributes to the development of the rapid response and CC strategy, proposals and provides advice on needs;
- Ensures that projects target beneficiaries with the greatest need and evaluates new and better ways of delivering assistance;
- Manages and implements the portfolio of projects (activities, budgets and project documentation) delegated by the AM in accordance with the proposals; strategies and requirements of the donors and ensuring optimal quality;
- Reports regularly to the APM and AM on the progress of projects by submitting written reports;
- Ensure that projects target beneficiaries with the greatest protection needs and evaluate new and better ways of delivering assistance;
- Ensures capacity building of project staff and the transfer of key skills (particularly on the themes of protection against sexual exploitation and abuse/PSEA and the complaints management mechanism/Complaint and Feedback mechanism-CFM);
- Liaises and collaborates with local authorities and other stakeholders;
- Promotes the rights of displaced/returnees in accordance with the advocacy strategy;
- Contribute technical knowledge specific to emergency response/basic needs to the coordination mechanism (e.g.: cluster coordination) and relevant committees and working groups;
- Develop guides, tools and technical mechanisms specific to rapid/emergency response;
- Contribute to organizational learning by providing analyses, including lessons learned and specific technical reports;
- Develop training modules and provide specific learning and/or technical training to project staff and training to relevant stakeholders.

- Ensures that interventions reach the most vulnerable, integrating protection aspects;
- Manages activities, budgets and documents according to internal and donor requirements;
- Ensures regular monitoring of projects and submits written reports to management;
- Works in conjunction with local authorities and other stakeholders;
- Participates in the promotion of the rights of displaced or returned persons;
- Provides technical support in coordination mechanisms and sectoral groups;
- Develops technical tools, trains teams and capitalizes on lessons learned.
Qualifications
1. Professional skills
Professional skills are the abilities, knowledge and experiences that are essential to ensure good performance.
General professional skills :
- Bac + 5 (Bachelor’s degree) in Economics; Management; Social; Development;
- Professional experience of a minimum of 3 years in implementing rapid response projects in a humanitarian/recovery context;
- Previous professional experience in complex and unstable contexts;
- Proven results and knowledge of the responsibilities of the position;
- Knowledge of his leadership style/profile;
- Very good knowledge of the humanitarian coordination structure in the DRC;
- Expertise in monetary transfers;
- Knowledge of RedRose;
- Expertise in all stages related to rapid response from humanitarian monitoring to advocacy on gaps;
- Very good knowledge of cross-protection required;
- Experience with NRC is an asset;
- Excellent knowledge of French and knowledge of English is an asset.
Context-specific skills, knowledge and experience:
- Knowledge of the main stakeholders and characteristics of the conflict in the DRC;
- Rigor and organization;
- Exemplary behavior, particularly towards the PSEA;
- Excellent ability to summarize, analyze and write in French;
