COOPI aims to contribute to the process of fighting poverty and developing the communities, intervening in situations of emergency, reconstruction and development, in order to achieve a better balance between developed areas and deprived or developing areas.

COOPI has greatly increased the number of its interventions in the country, in response to the conflicts of the last 20 years. From Kivu, where there was the first intervention, COOPI’s activities have extended to most crisis zones, in order to implement emergency programs for the benefit of displaced populations and victims of war with a particular focus on nutrition, food security and child protection .

COOPI is committed to the implementation of multi-year projects to ensure a transition from emergency to development and guarantee harmonious and sustainable development. COOPI promotes a relevant response to the needs of local populations through a coordination structure in Kinshasa and various operational bases in the provinces. Each year, COOPI implements a dozen projects with funding from the European Union, the Humanitarian Fund, the ICC and UN agencies .

COOPI Cooperazione Internazionale is a secular and independent Italian humanitarian organization that fights against all forms of poverty to improve the world. Founded in 1965, COOPI is now present in 33 countries in Africa, Latin America, the Caribbean, and the Middle East, with emergency and development projects carried out by expatriate staff—on average, more than 240 people per year—and national staff. 

The Program Coordinator is responsible for the definition and quality of programs and the monitoring and evaluation system in the country , in accordance with the organization’s policies and standards. He supports the Head of Mission in his relations with donors and partners.

• In coordination with the Head of Mission, meet regularly with donors and partners to consolidate COOPI’s position in the country and manage their project visits in agreement with the project managers;
• Generate interest from new donors and potential partners , in close collaboration with the project manager;
• Ensure participation in sectoral clusters directly or through figures.

DEVELOPMENT

• Review the priorities and strategies of major institutional donors and propose projects based on COOPI’s expertise and geographical presence;
• Coordinate the definition and implementation of the national program strategy , with the support of the head of mission and sector experts;
• Provide guidance on the organization’s position in the various sectors in accordance with headquarters guidelines and in coordination with the Head of Mission;
• Capitalize on the sectoral experience acquired in its geographical area of competence and develop standards of approaches and practices implemented in projects, within the framework of headquarters guidelines.

• Develop and draft new project proposals (ECHO, EU, AICS, UN) in cooperation with the country’s logistics and administrative function;
• Ensure final review of all project reports (interim, quarterly and final).
• Ensure that reports are submitted within internal and external deadlines;
• Carry out field monitoring missions in intervention areas;
• Support the review and approval of MEAL plans for all projects;
• Using MEAL data to innovate and engage new donors and partners

• Identify human resource needs within existing and/or new programs;
• Participate in the staff selection process at the request of the Head of Mission and Headquarters for expatriate and national staff;
• Train project managers and other program staff in monitoring and quality of activities, in coordination with the Head of Mission/Region/HQ;
• Evaluate staff for their level of competence, in accordance with COOPI procedures.

ESSENTIAL

• Master’s degree in a relevant field (postgraduate degree required);
• At least 3 years of professional experience in the formulation, implementation and coordination of projects with international NGOs ;
• Experience working with different donors (ECHO, World Bank, International Criminal Court, UNICEF, FH);
• Good knowledge of humanitarian standards and principles;
• Excellent report and proposal writing skills in French ; knowledge of English will be an asset  ;
• Proactive attitude in planning and coordination with agencies, institutions and reference points;
• Results orientation and problem-solving skills;
• Strong management skills;
