Purpose for the job: The HIV Specialist will support the development and implementation of the adolescent SRHR and HIV programmes/projects including the Global Fund AGYW Strategic Initiative. The HIV Specialist is responsible for managing, implementing, monitoring, evaluating and reporting on the progress of adolescent HIV programmes/projects and will support the work of the HIV team more broadly.

- Contribute to/support the preparation/design and conduct/update of situation analysis and assessments on adolescent SRHR and HIV related issues to ensure that comprehensive, relevant and evidence-based data are collected to guide country office SRHR and HIV programming, monitoring and delivery of programme/project services.
- Support the development and ensure that all Global Fund AGYW partnership workplans, budgets, reports and other donor and administrative agent requirements at county level are completed and submitted to RO in a timely and high-quality manner.
- Participate in strategic programme discussion to provide input and operational support to the development of an integrated SRHR and HIV programmes/projects (within the country and/or UNDAF programmes).
- Formulate, design and prepare adolescent SRHR and HIV projects proposal, ensuring alignment with the overall UNICEF’s Strategic Plans and Country Programme and coherence/integration with UN Development Assistance Framework (UNDAF), regional strategies and national priorities, plans and competencies.
- Establish specific goals, objectives, strategies, and implementation plans using results-based planning terminology and methodology (RBM).
- Prepare adolescent SRHR and HIV project documentation for Country Office Programme recommendation ensuring alignment with the overall UNICEF’s Strategic Plans, regional strategies and national priorities, plans and competencies.
- Work closely and collaboratively with internal and external colleagues and partners to provide technical and operational support to programme planning, management and implementation and to ensure synergy, integration, coherence and harmonization of HIV programmes/projects within the country programme, donors’ development strategies/policies, country level national priorities/competencies and UN system development interventions/initiatives.
- Plan and/or collaborate with internal and external partners to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators and measurement to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results for the assigned sector/s in adolescent HIV projects.
- Lead and manage the coordination and completion of all recruitment and contractual processes of consultants at country level, providing administrative support to secure smooth flow of work and identifying and resolving issues related to compliance with UNICEF contractual requirements.
- Actively monitor the development and progress of TA deliverables, ensuring timely communication of bottlenecks and challenges affecting planned timeframes and ensuring high-quality inputs for assurance and finalization that are in line with agreements and feedback per UNICEF and Global Fund agreements.
Eligibility Criteria
Qualification:
- An Advanced University Degree in public health, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology or other health related sciences is required.
Experience:
- A minimum of 5 years of professional experience in adolescent health, public HIV/AIDS planning and management and/or in relevant areas of health care, health emergency/humanitarian preparedness, at the international level some of which preferably in a developing country is required. Relevant experience in HIV/AIDS programme/project development and management in any UN system agency or organization is an asset.
Language Requirements:
- Oral and written proficiency in English is required. Knowledge of another official UN language or a local language is an asset
