We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.

GIZ International Services is preparing for the EU-funded Tender on “Bridging inequality through Greener Municipal Services South Africa”.

The Greener Municipalities project aims to support selected municipalities in South Africa in improving municipal service delivery through greener, more climate-resilient, and inclusive solutions. The technical assistance will focus on strengthening municipal performance and governance, facilitating green investments, and supporting projects in the areas of water, energy, waste management, and sanitation.

The Team Leader will be responsible for the overall coordination and strategic management of the technical assistance assignment, ensuring the successful delivery of all project activities and outputs. The role includes leading and supervising the expert team, coordinating closely with municipalities, government counterparts, the EU Delegation, and other stakeholders, and ensuring effective communication and reporting throughout the implementation period. 

The Team Leader will further oversee the development and implementation of green and climate-resilient municipal initiatives in the areas of water, energy, waste management, and sanitation, while supporting investment facilitation, institutional strengthening, and stakeholder engagement processes across the selected municipalities.

Required: 

  • Master’s degree in engineering, or related fields. A bachelor’s degree with an additional 5-year general professional work experience may replace the Master’s degree.  
  • Proven knowledge of South Africa Local Government sector and Environmental Affairs legislations. 
  • Fluency in English. 
  • A minimum of 10 years of general professional experience, acquired after the qualification, in Urban planning and similar fields.  
  • At least 2 Team Leader experiences of a minimum duration of one year, in EU funded projects or in international development partner financed projects.  
  • At least 6 years’ experience in strategic planning and/or financing for municipalities in middle income countries that are similar to South Africa. 

Desired: 

  • An accredited certificate in project management would be advantageous. 
  • Proven experience in public sector management in a management position would be considered an advantage. 

The project is currently foreseen to have a duration of 48 months.

This position is suited to a full time position.
