Together for Inclusion (TOFI) is a International non-profit Organization, with largest programmes in East Africa region. TOFI implements a large range of projects together with donors and key national stakeholders to assist countries and communities to successfully emerge from conflict Using a human rights framework.

Together for Inclusion TOFI  will be among the INGOs with the largest presence in Somalia, with country-wide programmes implemented through field offices in Somalia /Somaliland, Puntland, Hiran Region, Gedo Region, Bay Region and Banadir Region TOFI Somalia operations focus mainly on people who are affected by displacement, including refugees, internally displaced, and migrant.

Together for Inclusion head of TOFI Sub-Office (HoSO) is a senior managerial position within a given country operation. The incumbent carries the full delegated authority of the TOFI Country Representative (or the country Director) of the country, who will exercise entire supervisory managerial responsibility over the position.

The position, on the other hand, provides all information on developments in relation to the protection (legal protection issues relating to the IDPs, Refugee and other vulnerable groups  persons of concern to TOFI , security (Physical security in relation to the TOFI staff  and operational matters (programme and office management / administration) within the domain of its geographical area of responsibility to the TOFI Country Representative (or the country Director) on a regular and timely manner.

Subject to the specific legal or socio economic or security developments in the Area of Responsibility (AOR), Representative will direct and guide the Head of the Sub-Office to take the most appropriate course of action. Concerning overall physical security concerns, HoSO will liaise directly with the competent TOFI security coordinator while keeping the TOFI Country Representative fully informed.

While the functional responsibility of a Head of a Sub-Office will always remain the same despite its grade level, the other parameters (therefore the depth and breadth of the competencies) such as the size of the population of concern to TOFI, their specific legal/security concerns, volume of assistance, Number of operational / Implementing partners and the size of the Office (i.e. number of TOFI  staff and their grade levels) will determine the appropriate grade level. The operational autonomy also depends upon the same parameters/competencies.

Programme Management and Quality
•    Overall responsibility for the design, implementation and quality of TOFI projects in the AoR. Accountable for ensuring projects are delivered in accordance with contractual commitments;
•    Accountable for all budget management and financial planning in AoR to ensure the best use of resources in line with humanitarian need and value-for-money principles. Responsible for ensuring proper financial management practices are followed, including detailed budget reviews and accurate forecasting; proactively identify and flag variances with country office; management of area-level master budget, including oversight of staffing coverage and gaps, and resource scheduling;
•    Ensure the development and implementation of all activities in line with Humanitarian Accountability Principles (HAP) and TOFI programme policies, in particular, gender, age and disability;
•    Ensure effective monitoring, evaluation and documentation of all activities and processes; ensure the analysis of data collected and the integration of findings and lessons learned throughout the humanitarian project cycle to inform programmatic decision making and improve the quality of services delivered;
•    Accountable for ensuring project-level tools (e.g. work plans, budget trackers, procurement plans) are in place for all grants in AoR, and are regularly reviewed and updated;
•    Accountable for internal and external programmatic reporting, ensuring inputs are high quality and provided in a timely fashion;
•    Responsible for identifying technical support and training needs from country office technical teams; input into the design of key policies, processes and tools as required;
•    Responsible for ensuring effective coordination between sector managers to ensure integrated, holistic, and efficient programming;
