In coordination with the BMUKN, individual projects are also commissioned and implemented by the Federal Foreign Office (AA). Through the IKI, the ministries jointly support solutions in developing and emerging countries to advance socio-ecological transformation and implement and ambitiously further develop the Nationally Determined Contributions (NDCs) enshrined in the Paris Agreement. These include measures to adapt to the impacts of climate change and to preserve and restore natural carbon sinks, taking ecological, economic, and social concerns into account.

Since 2008, the German Federal Government has been promoting climate and biodiversity protection in the Global South through the International Climate Initiative (IKI). The IKI is also an important component of the German Federal Government’s international climate finance commitment. Two global framework agreements oversee the IKI: the Paris Agreement and the Convention on Biological Diversity (CBD). Within the German Federal Government, the International Climate Initiative (IKI) is anchored in the Federal Ministry for the Environment, Climate Protection, Nature Conservation and Nuclear Safety (BMUKN).

Within the framework of the IKI, the Climate Diplomacy Action Programme (CDAP) supports the Federal Foreign Office (AA) in implementing Germany’s foreign climate policy (KAP), particularly in climate dialogues with its partner countries from the G20 and V20 countries. CDAP also supports Germany’s climate policy cooperation, assisting in establishing and shaping cooperation with partner governments, international organizations, and initiatives.
The project is aligned with the AA’s current priorities in international climate policy and the needs of its partner countries, and responds flexibly to political requirements. Regional and bilateral measures are being implemented worldwide in selected thematic areas, such as climate protection, climate diplomacy, climate finance, loss and damage, resilience, adaptation to the consequences of climate change, energy, and agricultural and food systems. The horizontal linkages between thematic areas, such as climate & security or climate & energy, are also taken into account.
To implement measures, we work together with civil society, academia, international and national organizations, and decision-makers from politics and business.
The principles and tenets of a socially acceptable transformation, the IKI Strategy 2030, the Climate Foreign Policy Strategy, and the Guidelines for Feminist Foreign Policy form the basis for cooperation with partners and the design of measures. Furthermore, the SDGs and an inclusive green economy are to be supported. Furthermore, CDAP supports existing networks to promote transparency on climate issues.
- Support in monitoring and analyzing developments in international climate protection as well as climate policy debates and the impacts of the climate crisis in selected countries and regions
- Research and analysis of selected topics of international climate policy: including climate protection, energy, just transition, adaptation, vulnerability, climate resilience and security, feminist foreign policy
- Supporting the dialogue on climate foreign policy strategies as well as the organisation, implementation and follow-up of national and international dialogue formats, training and capacity building measures
- Support in preparing discussion preparations, comments, concept papers, status reports and speaking points
- Support in the creation of communication materials for the project, including newsletters, presentations and information brochures
