Key initiatives include deploying skilled professionals, supporting crisis response efforts, promoting entrepreneurship within transnational communities, advancing policy development, creating online platforms and encouraging diaspora investment to drive economic development in countries of origin.

IOM Diasporas possess valuable resources, including talent, networks and capital, making them critical partners in migration. By serving as bridges between societies, they enhance strategic connections, facilitate resource mobilization and support the creation of regular migration pathways. These efforts benefit both migrant communities and countries of origin and destination.

IOM, the Dublin Declaration, resulting from the Global Diaspora Summit, marks a pivotal moment for IOM and its Member States. It offers a framework for engaging diaspora communities in new and impactful ways to mobilize their diverse cultural, economic, social and human capital, emphasizing a multidimensional whole-of-government and whole-of-society approach to maximize the transformative potential of diaspora engagement. 

IOM through the Global Diaspora Policy Alliance, the Dublin Declaration establishes a commitment to enhance regular migration pathways, promote localization and address the politicization of migration discourse with the aim of improving migrant protection, saving lives and unlocking the full potential of diaspora contributions for sustainable development in both origin and destination countries.

IOM recognizes the significance of engaging, enabling and empowering diasporas by understanding their needs and capabilities, establishing formal, structured relationships of trust and collaborating on tangible and enduring solutions. The potential for impactful engagement with diasporas lies in fostering authentic collaboration and partnerships. At the heart of this approach is the recognition that diasporas are the primary actors in these relationships, requiring IOM to function as a relational partner, prioritizing values-led engagement over transactional interactions. IOM will continue to strengthen connections and collaboration with diasporas to further establish, enable and expand regular migration pathways.

IOM focuses on maximizing the benefits of labour migration for migrants, their families, and both origin and destination countries and communities, including through the promotion of access to safe and regular labour pathways. To achieve this, IOM works closely with governments, the private sector, migrants and local partners to create effective labour migration policies and support migrant integration and inclusion in new communities. 

IOM objectives on labour migration:

  1. Provide policy support. IOM provides policy and technical advice to national governments, helping them create legislation and institutional structures for efficient, transparent and effective labour migration flows. 
  2. Promote safe migration practices. IOM assists governments in fostering practices that protect migrant rights and safety. This includes helping migrants understand their rights and responsibilities during their employment and migration process. 
  3. Prepare workers. Through pre-departure orientation, IOM helps ensure that migrant workers are ready for the challenges they may face in their new roles. 
  4. Facilitate integration. IOM supports the integration and inclusion of migrants in their new workplaces and communities, promoting social inclusion and access to services. 

Beneficiaries: 

IOM’s labour migration programmes benefit various groups, including migrants, their families, national and local governments, private sector employers and local partners. By collaborating with these stakeholders, IOM aims to establish, expand and enhance regular labour migration pathways to maximize the benefits for all involved. 

Within labour migration, IOM covers multiple areas of work. Skills-based mobility is an essential tool to effectively match migrant workers to jobs that suit their skills and competences, thereby maximizing the benefits of labour migration for countries of origin and destination, labour markets and employers, in addition to migrants and their communities. To ensure the inclusion of the private sector, IOM welcomes partnerships with businesses to promote migrant-centred human rights due diligence and enhance regular labour pathways.
