The Consultant will perform the following tasks:

  1. Working with countries to acquire, clean and prepare education administrative sources for analysis
    • Work with Technical Working Group to acquire administrative data
    • Design and Documentation:
      • Work with colleagues to build on the update data prep script to clean data (merging data, resolving merge issues, cleaning category variables, calculating aggregations
    • Workflow Development:
      • Create a workflow to clean and prepare EMIS data, link EMIS data to household survey data
      • Validate the generated output and iterate based on feedback
    • Reproducibility:
      • Ensure that the code is well-annotated and published on a GitHub repository for future reproducibility and scalability
  2. Produce analysis using administrative and household data (6 countries):
    • Analyse and explore econometric methods to analyse the linked data to respond to country needs
    •  analysis using R and produce a country factsheet with findings
    • Validate the estimates

– For 3 countries, processed (cleaned, merged, generated new variables, and prepared for analysis) EMIS data from national administrative sources. This includes relevant variables from EMIS and other sources, with cleaned datasets, binary/categorical variables, and reproducible R scripts for analysis

3.  Develop and document workflow to clean EMIS data and link it to household survey data

–  Three Merged EMIS and household survey data, with a reproducible, well-documented R script for cleaning and merging, posted on GitHub with an example dataset or usage instructions

4.  Produce analysis and factsheets using administrative and household data (3 countries)

–  Three Country-level  analytical products  , with reproducible R codes for analysis, analytical outputs, summary notes, and validated results

Qualifications

Education: Advanced university degree in Economics. Sociology, Statistics, Education, Social Sciences, or other related discipline 

Knowledge/Expertise/Skills required *:

1. Advanced Data Analytic Proficiency:

   – Demonstrable expertise in data analysis with a strong command of statistical software, with an emphasis on R programming skills as a significant asset. The candidate must be adept at utilizing these tools for complex data manipulation, analysis, and visualization to support decision-making processes. Skills/familiarity with Stata and/or SPSS is an advantage.

2. Reproducible Research Techniques:

   – Proficiency in using GitHub for version control, with a proven track record of developing and maintaining reproducible codes. This skill is critical for ensuring transparency, consistency, and collaborative potential in all analytical work.

Sector-Specific Experience with MICS and other household survey data:

   – In-depth knowledge and practical experience in handling, interpreting, and analyzing education data from the Multiple Indicator Cluster Surveys (MICS) household survey program. This experience is crucial for generating actionable insights from large datasets. Experience with producing educational estimates from DHS and other household surveys is an advantage.
