MAIN RESPONSIBILITIES
Under the supervision of the Head of TEC, the post holder will be responsible for the following functions:
- Monitor and finalize with service providers and stakeholders the operationalization of the alert room initiated by WFP Burundi as part of the Roadmap for the operationalization of an Early Warning System for all and multi-risk
- Provide technical assistance and assist in the development and implementation of various activities (capacity building, procedures, etc.) for the operationalization of the situation room in the area concerned to ensure that they fit well into broader program policies and guidelines.
- Provide specialized IT and other support in the operationalization of the monitoring room to ensure that the various activities of said room are carried out in compliance with the objectives set by the PNPRGC.
- In the area of responsibility considered and within the framework of the continuous improvement of the monitoring room, prepare periodic operational improvement reports in terms of ICT and others and in terms of capacity (ICT equipment, applications/software, technical skills, human resources, etc.).
- Propose standard practices for a monitoring room and the necessary recommendations for the operationalization of the monitoring room in an Early Warning System (EWS) and for the capacity building of the PNPRGC whether in equipment, application/software, training, human resources, etc.
- Engage with national telecommunications authorities, in this case the Ministry of ICT, for contributions and innovative ICT solutions for the government and key stakeholders, for emergency preparedness and the development of the country (strengthening of multimedia center and dissemination /awareness center, etc.) including the links between the early warning system and social protection systems including the social registry currently being prepared.

Final deliverables :
- An initial work plan with a schedule of activities is mapped out to stakeholders for each activity.
- The National Platform for Risk Prevention and Disaster Management (PNPRGC) monitoring room is operational and meets the requirements of the “Early Warning for All” program and can serve as an operational disaster management center.
- Joint activities with the Ministry of ICT in terms of innovation are being implemented for emergency preparedness and the country’s development
- The national ICT sector group is set up with the support of PAM, the Emergency Telecommunications Cluster (ETC) and key partners (PNPRGC, Ministry of ICT, UN agencies, NGOs, etc.)
- The draft of the National Emergency Telecommunications Plan is being implemented with key partners such as the PNPRGC, the Ministry of ICT, etc., with the support of ETC.
- Innovative solutions in terms of Early Warning Systems are implemented in complementarity with the monitoring room at the PNPRGC level.
MINIMUM STANDARD QUALIFICATIONS REQUIRED
EDUCATION: Engineering degree in telecommunications or computer science or project management, university degree with at least 3 additional years of professional experience in IT, project management, IT regulations, and government partnership.
EXPERIENCE :
- Good experience in project management with government partners.
- Collaboration with technical teams (TEC, Program, vulnerability analysis and mapping, etc.)
- Having contributed to the operationalization of watch rooms and/or operational centers for risk and disaster management in other countries
- Have experience in setting up equipment, tools and training for standby rooms and/or operational centers
