UNHCR’s Division of External Relations (DER) and is responsible for mobilizing resources from the private sector for refugees. UNHCR’s fundraising Strategy focuses on both Individual Giving and Private Partnerships and Philanthropy (PPH) and identifies priority fundraising markets and regions. As part of the Private Sector Partnerships Service, the role of the Private Partnership and Philanthropy Section is to raise funds from corporate companies, foundations and high net worth individuals.

Education Above All Foundation, which is the umbrella organization for Educate a Child Programme, has been one of the biggest private sector donors to UNHCR since 2012. The multi-year, multi-million partnership between UNHCR and EAC/EAA Foundation has been implemented since 2012 in 16 countries and will be expected to launch a new project phase in 5 countries in the Africa, Asia and MENA regions for an additional four-year period. The objective of the EAC Programme is to significantly reduce the numbers of children worldwide who are missing out on their right to primary education.

The purpose of this assignment is to assist the EAC/EAA Donor Focal Point in PSP with all the financial and budgetary elements of this major partnership. This will include, but is not limited to, providing insights and recommendations based on UNHCR’s financial rules and policies throughout the agreement negotiation and project implementation and providing support to the 5 implementing operations with the budget planning and monitoring.

The incumbent will also work in close coordination with the Accounts Receivables unit, Division of Finance & Accounting Management, and counterparts in Donor Financial Reporting. In addition, the incumbent will support the preparation of fundraising materials (in particular proposals and reports) to support the fundraising for the EAC and other, similar primary education projects.
Under the supervision of the Senior PPH Officer and PPH Officer (EAC), and in close collaboration with the Senior Programme Assistant:

Budgeting and Financial Monitoring:

• Ensure that Operations implementing the EAC project adequately plan and budget in UNHCR’s budgetary system for the project launch, in alignment with the UNHCR annual detailed planning cycle, Resource Allocation Framework and approved prioritized budgets;
• Follow-up with the Operations, the Bureaux and the DRS Education focal points on any changes (contextual or programmatic) required with regards to EAC/EAA project budgetary alignments and prioritization;
• Monitor the implementation progress of the EAC project contributions in the UNHCR Financial System;
• Draw attention to the potential challenges that may require adjustments in the project, and need managerial decision-making and/or intervention.

Capacity Building and Fundraising Support:

• Support in the preparation of EAC/EAA-related capacity building activities (i.e. training materials, webinars, and workshops on budgeting for the EAC/EAA project);
• Create and refresh low-risk fundraising materials for a range of prospects that meet PSP network needs across income streams and markets aiming at increasing the funding for the EAC project and other projects linked to primary education.

3. Qualifications and Experience:

a. Education

• University degree (equivalent of BA/BS) in International Relations, Development, Social Sciences or related field.

b. Work Experience Required experience:

• A minimum of 3 years relevant work experience with a bachelor’s degree (2 years with a master’s degree) in relevant function at professional level in UNHCR, preferably, or another organization that works in humanitarian relief or development.
• Knowledge of financial rules, procedures, and processes of not-for-profit businesses, preferably with UNHCR.
• Experience preparing financial reports and budgets.
• Knowledge of business management systems, preferably UNHCR specific programmes (Cloud ERP, COMPASS, etc).
