Namibia, home to approximately 3.02 million people, is undergoing a transition from a predominantly rural to an urban society – initially as a result of rural-urban migration, but increasingly due to the natural growth of the urban population. As recently as 1990, the urban population accounted for only about a quarter of the total population (380,000 out of 1.4 million people).
Since 2020, the project has been working on the further development of informal settlements into livable neighborhoods. The concerns of almost 35,000 people have been incorporated into the participatory planning processes.
At the national level, the project supports the creation of urban planning conditions for the further development of informal settlements into livable neighborhoods through the development and implementation of laws and policy documents, such as the National Housing Policy, which was approved by the Cabinet in 2023.

- Develop a research methodology through desktop research and stakeholder interviews to identify barriers and success factors for low-income households in home building.
- Development and regular review of the research design and the corresponding work plan, which is discussed with the relevant project staff and agreed upon with the supervisor.
- Conducting research in the identified (previously) informal settlements through household interviews, stakeholder interviews and trips to partner cities.
- Supporting project activities (probably also outside of the direct area of responsibility), both as a learning opportunity and as additional support for project staff.
- Preparation and regular updates and exchanges on the progress of the assignment, including interim and final presentations and a final report.
- Completed university degree in the field of urban planning or economics
- Knowledge in the field of research and development of research approaches
- Confident use of various Office applications, especially Teams, Word, Excel, PowerPoint, Outlook
- Quick comprehension, strong analytical and strategic-conceptual skills as well as high consulting skills, a good sense of political context and the ability to collaborate and network
- Very good oral and written communication skills and the ability to summarize complex content clearly and understandably and to evaluate it in a professionally political context
- Excellent and independent work organization, ability to prioritize and focus in order to provide tailored consulting services even under time pressure
- Fluent German and English skills
The monthly intern salary is €2,205.04 (gross). Depending on the country of assignment, an additional monthly expatriation allowance (gross) will be added to the intern salary in an amount determined by GIZ.
