The Construction in International Cooperation group supports GIZ projects worldwide in the conceptualization, planning, and implementation of a wide variety of construction projects on behalf of German federal ministries and other donors.

The group’s scope of work is diverse, ranging from the development of technical and social infrastructure to the construction of technically sophisticated buildings. In our partner countries, we provide comprehensive expertise in basic services for water and energy supply, as well as the circular economy.

As part of a new project to electrify two secondary towns in southern Chad, you will lead our team of experts on-site in implementing measures for a sustainable energy supply. Coordination with the overall project and internal cooperation are key aspects of your role.

  • They are responsible for implementing all construction measures related to the energy supply of the project.
  • They coordinate the conception, planning, tendering and awarding of construction projects within the framework of various project partners and stakeholders.
  • They coordinate the local planners of a national development agency and advise project developers from the private sector.
  • They support the person responsible for the project in all construction-related matters.
  • They are responsible for monitoring and quality control of the planning and construction, as well as the acceptance and invoicing of the construction work, including regular reporting to the project manager.
  • They ensure compliance with GIZ’s internal processes, rules and procedures during the construction process.
  • They ensure the implementation and updating of the scheduling and monitoring for the infrastructure measures
  • They ensure the implementation and updating of budget planning and control.
  • They ensure the conceptualization, planning and management of capacity development measures that accompany the construction work.
  • They lead the national staff in accordance with GIZ’s leadership philosophy and ensure a respectful leadership culture.

Required criteria:

  • Successfully completed studies, preferably in engineering; diploma or master’s degree, state-certified technician or comparable qualification with a focus on energy, economics or construction;
  • Solid experience in the structural engineering control and implementation of power supply and energy efficiency projects;
  • Extensive experience in project management of construction projects in regulated sectors, ideally in the energy sector;
  • Several years of experience in coordinating and managing a wide variety of stakeholders in a complex construction project;
  • Experience in the disciplinary management of international teams abroad;
  • Strong social and intercultural skills, high level of commitment, team spirit, reliability, diplomatic skills, gender sensitivity;
  • Ability to think and act strategically and analytically, or quick comprehension and an eye for the essentials;
  • Fluent German and French skills.

Desired criteria:

  • The aforementioned experience in the structural engineering control and implementation of electricity supply and energy efficiency projects was acquired in an international context or in partner countries of development cooperation;
  • Knowledge of GIZ instruments as well as GIZ’s processes, rules and procedures;
  • International and work experience in a fragile context;
  • Knowledge of environmental and social responsibility (ESIA, ESG standards);
  • Fluent English skills.

The security situation is tense. Special precautionary measures are in place for GIZ staff on site. GIZ security guidelines must be followed at all times. Please also consult the country-specific travel advice issued by the Federal Foreign Office. GIZ has a professional security risk management system in place. Freedom of movement is restricted.

This position is suitable for full-time or part-time employment.

There is an option to extend the project until December 31, 2028, if an order is received.

A willingness to undertake regular business trips to crisis regions is required.
