COOPI Cooperazione Internazionale is a secular and independent Italian humanitarian organization that fights against all forms of poverty to improve the world. Founded in 1965, COOPI is now present in 33 countries in Africa, Latin America, the Caribbean, and the Middle East, with emergency and development projects carried out by expatriate staff—on average, more than 270 people per year—and national staff. The main institutional donors are the European Union—ECHO and INTPA—USAID, UN agencies, the Italian government, local authorities, and other European governments.

COOPI has been implementing humanitarian and development actions in Chad since 1973. The first interventions were carried out in eastern and southern Chad. Following the Lake Chad crisis, population movements increased, and the indirect effects of Boko Haram’s presence in northern Cameroon, Niger, and Nigeria resulted in the displacement of populations who settled in Chadian territory. COOPI has been operating in the Lake Chad region since 2016, in coordination with other NGOs.

COOPI’s structure in Chad is composed of a national coordination office in N’Djamena, a base in Sila province in Goz Beida, and a base in Lake Bol province. The main sectors of current intervention are: education, child protection, food security, pastoralism, agricultural development, and peacebuilding. In terms of donors, 
COOPI works mainly with the European Union delegation, ECHO, AFD, UNICEF, AICS, UN – PBF and FCDO – ISF.

The Consortium Monitoring and Evaluation Officer is responsible for implementing all MEAL processes and activities necessary to improve the quality of the project implemented in consortium with two Chadian NGOs. This includes supporting the design of the project’s monitoring and evaluation framework and accountability and learning plans, supporting evaluation studies, implementing monitoring tools, and tracking project activities and results for all consortium members. The position also supports effective accountability systems, including grievance management systems, and will contribute to project and organizational learning processes.

Responsibilities

Under the supervision of the Consortium Coordinator, the Monitoring and Evaluation Officer is responsible for:

  • Support COOPI project managers and partner teams in the direct collection of relevant data , as outlined in the project MEAL plans, to measure progress against indicators, expand the organization’s contextual knowledge, build positive and trusting relationships with relevant individuals, and promote programmatic learning;
  • Monitor the implementation of project activities and progress against output indicators as reported by project teams;
  • Supervise the implementation of the diagnostics planned by the project;
  • Ensure the adoption of the monitoring tool and other MEAL COOPI tools at the project level;
  • Follow up with project managers on a monthly basis to obtain updates required by COOPI’s internal reporting system (MEALLY);
  • Ensure quality data collection in the field;
  • Support the implementation of project evaluation missions (support the preparation/revision of ToRs, inception reports and final reports) and support the organization of internal review exercises with project staff;
  • Contribute to the translation of necessary documents such as data collection tools and databases;
  • Contribute to the analysis of quantitative and qualitative data;
  • Contribute to the integration of accountability into all activities;
  • Assume any other responsibilities assigned by the Consortium Coordinator.

Candidate profile

ESSENTIAL

  • Higher university education (Bachelor’s or Master’s degree) of at least two years or equivalent training experience in the humanitarian fields, development cooperation or international relations;
  • 2-3 years of work experience in the field of monitoring and evaluation within international NGOs;
  • Experience in data management and ensuring the quality of data collection;
  • Highly developed interpersonal and communication skills;
  • Comfortable with high levels of complexity and able to make decisions independently in a fluid context;
