GIZ International Services is an integrated department of the entire GIZ. International Services offers its expertise and services on a commercial basis. We primarily work on behalf of international clients, i.e., governments of partner countries and international institutions, or private companies.

GIZ International Services is participating in the “Technical Assistance for the Sustainable Ocean and Blue Economy Program in Central Africa .” The overall objective is to improve the sustainable and integrated use of ocean resources in Central Africa (Democratic Republic of Congo, Republic of Congo, Gabon, Cameroon, Equatorial Guinea, Sao Tome and Principe) and stimulate inclusive economic growth.

The specific objectives (achievements) of this contract are as follows:

1) The capacities of key actors and States in the region for monitoring the global biodiversity, ocean and climate agenda concerning marine systems are improved.

2) A strategic and resilient development of coastal territories and the coastal sea is defined at the regional level, with the objective of reducing coastal risks and adapting to climate change.

3) Coordination of activities, the circulation of information between stakeholders and synergies are encouraged between the components of the ODEBAC programme and the other Ocean programmes of the European Union.

Qualifications and skills

  • University training in one of the following fields: marine sciences, oceanography, marine ecology, geography, social sciences, environment, at least master’s level.
  • Perfect command of the French language, spoken and written. Sufficient command of the English language, spoken and written, for professional exchanges (equivalent to level B2).
  • Sufficient command of spoken and written Spanish or Portuguese for professional exchanges (equivalent to B2 level) would be an asset

General professional experience

  • General professional experience: at least 10 years.

Specific professional experience

  • Cumulative professional experience of at least 3 years in at least 2 of the following areas: ocean governance, ocean natural resources, coastal zone management, climate change adaptation, sustainable blue economy, fisheries sustainability, marine and coastal biodiversity conservation.
  • Professional experience in the field of design, coordination, management or monitoring of complex development cooperation projects: at least 5 years
  • Experience in communication, knowledge dissemination, facilitation of multi-stakeholder meetings; at least 2 years.
  • At least 2 years of experience in database management and/or information systems would be an asset
  • Professional experience in sub-Saharan Africa: at least 2 years would be an asset

Project location

The technical assistance team will be based in Yaoundé, with regular travel to the programme’s beneficiary countries.

Geographic area to be covered

The coastal and island countries of Central Africa: Democratic Republic of Congo, Republic of Congo, Gabon, Cameroon, Equatorial Guinea, Sao Tome and Principe.  

Period implemented

The expected start date is 01/01/2026, and the contract execution period will be 60 months from that date.
