Danish Refugee Council, DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

Danish Refugee Council, in cooperation with external developers, has created the Victim Assistance (VA) Web Platform to centralize critical services for victims of explosive ordnance (EO) in Ukraine. The platform provides information regarding access to healthcare, psychosocial support, retraining and employment, financial assistance, social services, and legal aid. The platform, developed using Drupal 10, serves as a critical resource to connect EO victims with support services.
As the platform will eventually be handed over to the Ministry of Economy of Ukraine, DRC seeks to hire a Victim Assistance Website Specialist who will be responsible for managing and maintaining the platform, ensuring its continuous functionality and improvements, providing technical and content support, and eventually training Ministry personnel to take over its management.

Reporting to the HDP Programme Manager and IT Coordinator, the Victim Assistance Website Specialist will manage the technical and content operations of the Victim Assistance Platform and the Demine Ukraine National Mine Action Platform. Responsibilities include ensuring functionality, updating content, coordinating with teams, and training the Ministry of Economy for the platform handover.
Your main duties and responsibilities will be:
Website Management and Maintenance
- Maintain and manage the Victim Assistance Platform as well as the Demine Ukraine National Mine Action Platform, ensuring the platform runs smoothly, without downtime, and addresses user needs.
- Implement any necessary technical updates, including software patches, security updates, and module upgrades (in necessary with external developers and DRC’s IT team).
- Ensure that all functionalities of the platform, such as search tools, service listings, and user interface, are continuously optimized for usability and accessibility (for users with visual and other impairments).
- Monitor site performance and troubleshoot any technical issues that arise, resolving problems promptly.
- Manage user access and permissions for the platform, ensuring data security and integrity.

Content Management and Updates
- Manage the content on the Victim Assistance platform using the Drupal 10 CMS, and the Demine Ukraine website, ensuring all information is accurate, relevant, and up-to-date.
- Regularly update listings of services, resource materials, and other relevant content based on feedback from internal and external stakeholders, service providers, and Victim Assistance Working Group members.
- Design, create, and upload visual elements, infographics, and other multimedia content as needed to enhance user experience.
