Specific Duties


1.    Undertake research and analysis on funding opportunities, priorities and emerging trends for each assigned development partner and maintain up-to-date factsheets and development partner profiles. Prepare briefing notes to support senior managers in developing an overall engagement strategy to expand the engagement beyond current levels of funding to target additional funding windows and opportunities.

2.    Provide support in the implementation of specific resource mobilization strategies for selected ILO outcomes, priorities or themes. 

3.    Support the engagement with development partners, including the maintenance of the network of contacts with counterparts, and communication on results achieved. 

4.    Provide support to local resource mobilization undertaken by field offices through sharing good-practice, information on development partners and specific support for country-level resource mobilization efforts.

5.    Provide support with the preparation for the negotiation of funding agreements with development partners, ensuring compliance with ILO rules, regulations, directives and procedures.

6.    Support the preparation and follow-up of donor review meetings.

7.    Facilitate the timely start-up and closure of projects, including the review of revisions. 

8.    Support the monitoring of project portfolios by development partners, including reports, in compliance with contractual obligations of funding agreements.

9.    Draft correspondence to donors and internal correspondence.

10.    Assist in organizing and delivering staff training and capacity development on all matters relating to resource mobilization and portfolio management.

11.    Perform other relevant duties as assigned.

Generic Duties

  1. Select, organise and summarise background information to describe the overall context and background relevant to a project or a sector of development cooperation activities in a country. Assess the local context for the planning and administration of individual development cooperation projects.
  2. Analyse and interpret project background history and documentation. Identify and document significant project events, decisions and deviations. Draft sections of project documents such as background or justification.
  3. Inform experts, consultants and other project participants about logistical arrangements and internal procedures for monitoring and reporting.
  4. Monitor specific aspects of project implementation. Identify problems and propose actions or solutions. Draft comments on designated aspects of project progress.
  5. Draft project revisions based on negotiations with donors, changed work plans, or budget reallocation.
  6. Participate in workshops and seminars as resource person.

Required qualifications

Education

First-level university degree (Bachelors or equivalent) in economics, social sciences, international studies, or other relevant field.

Experience

At least three years of relevant professional experience in the area of development cooperation, and\or project administration. 

Languages

Excellent command of one working language (English, French, Spanish) of the Organization, and a working knowledge of a second working language of the Organization. One of these languages must be English.  Knowledge of a third working language would be an asset.

Technical competencies:
Knowledge of development partners and donor agencies would be an advantage. Ability to communicate effectively both orally and in writing; ability to clarify information. 

Behavioural competencies:
Ability to work on own initiative as well as a member of a team and ability to deal with people with diplomacy. Establishes productive client relationships.  Seeks opportunities to build the depth and breadth of own expertise and knowledge. The ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
