GIZ International Services (InS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.

GIZ International Services is preparing for the EU-funded tender: „Trade in Services in the COMESA Region – Technical Assistance”. The overall objective (Impact) to which this action contributes is: to increase intra- regional, continental, and bilateral trade in services, enabling higher integration into regional and global value chains and actors to benefit from all trade agreements (Multilateral, Continental, REC, and Bilateral-EPA).

The specific objective (Outcome) of this contract is as follows:
To increase Services liberalization and exports for selected Services sectors at multilateral, continental, regional or bilateral level.

Mandatory Requirements 

Qualifications and skills

  • Master’s degree in Statistics, Economics, or a related field.
  • Strong analytical and problem-solving skills, with proficiency in statistical software
  • Knowledge of regional and international statistical frameworks, such as: COMESA Statistics Strategy, African Charter on Statistics and Strategy for the Harmonisation of Statistics in Africa (SHaSA)
  • Expertise in data governance, validation, and interoperability across multi-country datasets.
  • Experience in undertaking survey based TiS data collection.
  • Excellent communication and stakeholder engagement skills, with experience working with governments, regional bodies, and development partners.
  • Proficiency in English and/or French

General professional experience

  • Minimum of 7–10 years of experience in statistical analysis, data management, or a related field, preferably within regional economic communities (RECs), international organizations, or national statistical.
  • Proven record of accomplishment in harmonising statistical methodologies across multiple countries or institutions.
  • Experience in developing statistical policies, frameworks, and governance structures at the regional or international level.
  • Familiarity with economic integration statistics, including trade, industry, and investment data analysis within regional economic blocs.
  • Strong background in capacity building, technical assistance, and policy advisory work. 

Specific professional experience

  • Hands-on experience in designing and implementing regional statistical frameworks aligned with COMESA’s objectives.
  • Experience working with national statistical offices (NSOs) and ministries within COMESA member states.
  • Proven expertise in regional trade statistics, balance of payments, GDP compilation, and socio-economic indicators.
  • Knowledge of customs data processing, trade facilitation statistics, and regional market analysis.
  • Ability to interpret and apply COMESA statistical regulations and protocols. 

Desirable Requirements 

  • Knowledge of additional languages spoken in the COMESA region
  • Knowledge of trade statistics, macroeconomic indicators, and regional integration analysis is desirable. 
  • Experience working with COMESA, African Union (AU), UN agencies, World Bank, IMF, or other regional/international development institutions offices is preferable.

The operational base for the project is Lusaka, Zambia. Travel to locations outside of Lusaka and Zambia is foreseen i.e. to other COMESA Member States depending on the nature of activity under implementation. 

The intended start date is January 2026 and the period of implementation of the contract will be 48 months from this date.
